The Board of Peace has not obtained the entire sum needed for temporary housing, rubble removal and multinational security deployments. Netanyahu's government refused to begin work for domestic political reasons ahead of the October 27 elections. Hamas agreed in principle to disarm but that step remains untested because Israel has declined to start a 14-day ceasefire.

The plan estimates total physical damage in Gaza at $35.2 billion and full reconstruction at $71.4 billion over ten years. Board of Peace officials expressed hope that donors will contribute once political obstacles clear but no guarantees exist at present. Representatives from 35 countries are scheduled to attend the Wednesday briefing.
